The difficulties of an evaluation instance: about the evaluation of continuing education for state agents and hospital

As a result of the Interministerial Committee for the reform of the E'tat of 12 October 2000, under the leadership of the National Council of Public Policy Evaluation (CNE), a national authority for assessing the continuing education policy of State officials and hospitals were installed at the General Planning commission in March 2001, the Presidency being entrusted to Jacky Richard, then head of the General Inspection Service of the administration of national education and research. The latter was appointed shortly after Director General of Administration and Civil Service, I was asked to succeed him in this position in June 2001.

The Instance delivered its report to the ministerial authorities in February 2003. Accompanied any observations of services, it should be published in the coming months. Other than I will not fail to highlight the merits and weaknesses. THE INSTITUTIONAL OPERATION AND CIRCUMSTANCES

According to the texts and practices, institutional arrangements of this type of evaluation is complex. I will trace schematically the main components.

The body was made up of major government officials, academics and skilled people, all volunteers and only reimbursed for their travel. But over the period, 14 people changed over the 25 initially met as a result of resignations or retirements for various reasons (mainly workloads or function changes). I was also led to deplore the lack of attendance and reliability of some. The subject was a priori less passionate and did not have the same social issues as other assessments in the same period, such as those of the water policy and road safety.

Tutoring had practiced the highlights of the life of the body (installation, choice of studies in particular) by the CNE, with a more specific follow-up by two of its members, somehow advisors references on the subject  [3 ] [3]  C. Seibel, former director of the DARES, and JP Bailly ... . This way of relating, for instance, which I chaired, worked only for a few months, because the mandate of the CNE does not have formally renewed after the political change of April 2002, the joints with the board and its members have ceased. Thus, we have made the economy a few meetings, but on the other hand, we found a little lonely at the time of selection and synthesis.

Similarly, it would have been desirable, I had planned to organize with all the staff of directors one or more meetings and exchanges, that the April 2002 changes have failed. For their logistical, evaluation bodies are attached to the General Commission for Planning, with a project manager who ensures convocations, reports, records management, mail and messaging.

They finally have a budget of studies managed by the departments of the General Commission for Planning, under the rules of public procurement, assigned funds by various government plaintiffs, essentially, in this case, the public service and the Ministry of Finance.

For circumstantial reasons and people  [5] [5]  Change in allocation and availability of the first ... , the delay had been taken to stop the program from these studies. The urgency was therefore, in September 2001, to make choices and prepare the said program in the forms imposed by the procurement code, knowing that lap the vagaries of government solicited for funding and plan practices not allow us to know exactly at that time the housing credits that might be available. The fall was largely devoted therefore, from numerous discussions, both within and outside of the instance, to mount the specifications of studies submitted offers to open call: a study on the public hospital leaning on 5 monographs sites, a study on the training plans in 4 administrations (penitentiary administration, national police, ministries of agriculture and equipment), an opinion survey of B and C in 4 administrations (personal administrative, technical, workers, health Ministry of education, personal prefectures, customs officers, equipment technicians), a study on interdepartmental training (training to home originally).
